Empowered Counterbalance can be acquired as a rare drop by killing Level 45+ named Humanoid Creatures housing in the villages and mines of Mourningdale, Reekwater, and Restless Shore in New World.
Unfortunately, the Empowered Counterbalance cannot be crafted using resources and must be obtained by defeating high-level humanoid enemies only.
